EAST BALTIMORE DEVELOPMENT, INC. (EBDI)

Baltimore City’s New Eastside urban redevelopment comprised an 80-acre, $800 million effort combining new business activity anchored by a new biotechnology park and new housing including an estimated 1,200 new or renovated homes for mixed-income buyers and renters, including townhomes, duplex homes, apartments, and senior housing. Diversified Property Services Inc. provided relocation services for Phase I and Phase II of the project which encompasses approximately 50 percent of the project area and required the relocation of approximately 400 predominately low-income renter-occupied and owner-occupied dwellings. Diversified provided the following services for residents through its 6-year, estimated $4 million contract with East Baltimore Development Inc. (EBDI):
• Replacement Housing Study development and Eligibility presentations in accordance with Federal URA regulations
• Replacement housing location assistance and moving
• Preparation of HUD documentation including completion of all claims
• Managed EBDI’s Home Repair Program, which consisted of obtaining estimates to renovate approximately 80 homes, find temporary housing for the occupants, manage the temporary housing, i.e. payment of rents, repairs, and manage temporary leases, monitor renovations, move residents back into their renovated homes, and prepare all claims.
